If your diploma is not automatically recognised by the country where your would like to use it, you need the legalization of your diploma and maybe other related documents (e.g. transcript). This is the Apostille certificate. Read more about the procedure here.
If you are away from Hungary, it can be proceeded by authorization or through a Hungarian Embassy or Consulate.
